Planning and Execution Process

The establishment of the new government complex in Jerusalem (August 2024) involved building a complete operational system from the ground up. As part of the project, employees and managers were recruited in accordance with security clearance requirements, and dedicated cleaning and logistics departments were established. In parallel, an in-depth study of the building was conducted to develop work plans and ensure full readiness prior to the complex's occupancy.

Challenges

The primary challenge of the project was the establishment and operation of a services system in a new building undergoing gradual occupancy, under stringent regulatory and governmental requirements. In addition, recruiting and training employees with the appropriate security clearance, while maintaining operational continuity throughout all stages of construction and occupancy, was essential.

Solutions

The Group implemented a model of phased recruitment, dynamic work plans, and clear division of responsibility between departments. Alongside this, professional oversight and training routines were introduced, enabling stable site operations through two permanent operational departments, cleaning and logistics, while maintaining full compliance with government procedures and providing comprehensive operational support to the complex.
